James Bond (Roger Moore) is called into service when a British spy ship sinks carrying an ATAC transmitter. In the wrong hands, this machine could have the British fleet attack any target. Bond must obtain the ATAC before the dueling pair of Grecian bosses Colombo (Topol) and Kristatos (Julian Glover) gets their hands on it.
Joining 007 on his mission is Melina (Carole Bouquet), the daughter of a scientist killed by Kristatos, who has vowed vengeance against her father's murderers. With Kristatos's men in pursuit, Bond and Melina eventually recover the sunken control panel. But not for long, because Kristatos is a shrewd criminal and he will do everything to sell the loot to the Russians.
